Edit 8 July: For now, entering Phuket under the Sandbox model requires a direct flight to Phuket. Transits in Bangkok are not (yet) allowed.
Until now I assumed that the Phuket Sandbox plan required a direct flight to Phuket. Only a few airlines announced that they will resume direct flights to Phuket from the 1st of July.
Now it seems that people who are willing to travel to Phuket under the sandbox model will be allowed to book their flights via Bangkok. Nothing has been published yet regarding this issue because the AOT (airports of thailand), are still preparing and arranging how the operation of the transit will be done.
The AOT is now preparing a special transit area in which Phuket sandbox passengers will be able to connect their flights to Phuket.

List of countries
There has also been quite a bit of confusion about the List of the Low-risk countries that would be allowed to travel to Phuket under the Sandbox plan. On 23 June a preliminairy list of counties was published. The following countries are proposed to be allowed to travel to Phuket from the 1st of July.
